    Reporting Code Language Empowerment

    Having the ability to manage forms shouldn't also give the ability to edit reporting codes. The ability to edit reporting codes should be a permissionable feature.

    When this function is enabled, it would be a bit more intuitive if the 'confirm' checkbox displayed on the summary page of the review step instead of taking you back to the start page to confirm before progressing to the next step.
