Remove referrals and referral flags

In the Referral edit window, have a "Remove/ delete" option and when selected, also asking for a "Reason" that is mandatory free text field. This should be recorded in the history for record keeping and reporting purposes.

Allow applicants to disappear from dashboard once they have been actioned from shortlist status

I would like the applicants to disappear from my dashboard once I have actioned them from Hiring Manager review. They clog up my dashboard with action items, when no further action in required.
