Standardise the search options in the Pay Scale settings.

Currently the main Pay Scales page has search boxes for 'Pay scale no.' and Pay scale description' and the active/archived drop box. However in the Manage pay scale areas page there are no fillable search boxes just the 'active/archived' dropbox, ...
