Enable assigning one application to many users at the same time

In the assign application page, one can choose either a group of users using team name or select one or multiple users to assign application to.

What is the business process you are trying to achieve?

currently, there is functionality available to assign many applicants' application to one user. However, there are no functions to allow one application to be assigned to many users.
