User Field Lookups - Remove shell user accounts from lookup
The shell user accounts, which are created as placeholders for new hires who are not linked to existing users, should be excluded from all user field lookups as these are not valid user/employee accounts. Currently, there are some user fields that exclude these shell user accounts, and others that include them. User field lookups should behave consistently to avoid erroneously selecting an invalid user account.
