Exclude user "shell" accounts from user look-up fields

Exclude user "shell" accounts from user look-up fields

Shell user accounts created upon an applicant accepting an offer (if no existing user is linked on the offer card), should not be included in the user look-up fields through the system. These shell accounts are placeholders for onboarding access which should not be associated with PDs, requisitions, or offer cards. Not excluding them from the user look-up fields leaves room for error when selecting the correct user. There is no real purpose for shell accounts to be included on these look-up fields.


Idea - filter out the shell account users to prevent system users from incorrectly selecting the shell account on a PD, job card, or offer card.
