Ability to manage shell user accounts
There is no easy way to manage shell user accounts that are created on error (i.e. an existing user is not linked on the offer card upon creation). Once created, these shell user accounts cannot be deleted. These accounts are many times contain email address used by other active users which becomes problematic when trying to edit the valid user account, they clutter the system, and there is no easy way to identify which of those shell accounts are no longer linked to applicant accounts.
It would be great to be able to report on shell accounts to determine which are no longer linked to any applicant accounts, when were they last accessed for onboarding purposes, and be able to delete shell accounts that have been created in error.

add a field in User account to indicate if linked or not. currently only visible in reports or by looking in Applicant cards
oh yes indeed - the ability to merge User accounts
and a User account should only be created if the applicant goes through a full offer card - not just the simple Offer
