Role based learning - remove activities with booked status when activity no longer required.

When a learning activity is no longer required through role based learning, it should be removed from the development plan when the status is 'booked'.

It would be nice to not have all active users populate in the employee search view, it should only pull in actual employees in employee search or have the ability the filter those employees out in the employee search view.
