Incomplete application management should continue to work if applicant withdraws and reapplies

I would love to manually assign where they have to pick a date on a learning activity with a timeslot and/or when assigning a timeslot, I need to be able to add a due date in case they miss that selection.

Performance - Development Plan Learning Activities Removal Permission

If they do not have permission, do not grant the additional permission inside the other module. Remove access to remove mandatory courses in the development plan within a performance plan.
