When downloading report from job card, include job title/number in file name

Add the job title, job number/ID, etc. to the file name of the downloaded report, if it has been downloaded from the job card.

Offer documents should ALL send in bulk merge

Make the system behave consistently. Bulk Merge should be able to pick up documents defined as "Offer Contracts" regardless of whether they have a merge field included or not. Just as it does when you issue offers individually.
