Offer documents should ALL send in bulk merge

Make the system behave consistently.

Bulk Merge should be able to pick up documents defined as "Offer Contracts" regardless of whether they have a merge field included or not. Just as it does when you issue offers individually.

What is the business process you are trying to achieve?

Currently when sending offer contracts one by one, you can merge in documents that don't specifically have merge fields. THis is handy when sending things like Fair WOrk Statements or Job Descriptions.

Bulk Merge does not interact the same way, and will only work on documents that specifically have a merge field. This essentially makes the Bulk Merge function useless as you need to still go in to each individual applicants offers to add the additional documents.
