Increase SCORM Size capacity

Currently there is a maximum upload size for SCORM files, which is smaller than many other LMS's will accept. Increase size for file upload.

Job Status is Cancelled - should be able to archive not show in Non-Current Recruitment

If the standard system status of statusARCHIVE is assigned to a job status then it should truly archive requisitions so they are no longer visible on the hiring manager dashboard under Non-Current Recruitment.
