ER Should Recognize Preferred Name for Users

Update the ER code to recognize Preferred Name for Users so it is consistent with the rest of the platform.

there are a large number of configuration settings specifically for the learning module that we cannot enable for our learning team without giving them full super user access to all configuration settings. there needs to be a "Learning Super User"...

Offer Triggered Application Status Emails Onboarding Delegate

For the application status that triggers onboarding, having the option to have that status trigger an email to the onboarding delegate would be very helpful. This would let them know that onboarding has been launched for that new hire.

Applicant Flags
