there are a large number of configuration settings specifically for the learning module that we cannot enable for our learning team without giving them full super user access to all configuration settings. there needs to be a "Learning Super User" option which gives a user full access to the learning module and all the settings that feed into it without giving them access to any of the recruitment module settings.

I want some areas set to like Reports - View only / Edit access etc before I released items normally controlled by Sys Admin. e.g. give a regional admin control of their local recruitment process but view only for others. same deal with application forms.
