Treat bulk move of single applicant the same way a single move would work - that is block the online offer until it is approved.

Bulk Offers , we can create bulk offers with a subset of the offer card, then bulk document merge then bulk move to an offer status. consider a bulk approval action. if we have to individually approve then you are seeing the other Offer card fields that are not in bulk offer and are forced to add them
