Allow selecting more than one user in Bulk assign and Bulk move and send

Allow to bulk assign applicants to multiple users.

In current system design, if i need to assign 10 applicants to 3 hiring managers, i have to bulk assign 3 times. Same to bulk move and send.

    Thank you for your feedback Vicky. Customers have the hiring manager shortlist function that is more suitable for this use case, hence bulk assign won't accommodate additional users.
