Stop recruiters from moving a candidate into "Offer Accepted - Form Complete" (Permission group to turn off ability to move to a status)

What is the business process you are trying to achieve?
It causes us integration headaches when recruiters manually move candidates into "Offer Accepted - Form Incomplete" and "Offer Accepted - Form Incomplete". For these automated system moves we don't want our recruiters moving candidates into these statuses. We do want the recruiter to be able to see candidates in the status; but not to be able to move them into the status. It would be really useful in reducing our support load if we could block certain permission groups from moving candidates to particular application statuses.

    Application statuses can be configured to be in read-only mode which means users will still have visibility of the applications but not be able in or out of certain statuses.
