Requisition-Use Predefined List for Recruiter field Values Instead of All Employees

It would create a lot less confusion if the Recruiter field on the Requisition page only allowed a predefined list of recruiters to show up as options to select from rather than use the entire employee population.

What is the business process you are trying to achieve?

Only allow our group of recruiters to be listed as people to select from on the Recruiter field on the Requisition
