Performance Customizable View Report PDFS

We would like the PDF export via view report under the employee to be more than just a 1:1 copy of the performance report. It would be nice if we could add details from the employee user card.

New supervisor should be able to see prior performance reviews.

When a new supervisor is assigned to an employee all of the prior performance reviews should transfer to that new supervisor so that they can access them without having to add the new supervisor to the 1-up or change the supervisor.
