New supervisor should be able to see prior performance reviews.

When a new supervisor is assigned to an employee all of the prior performance reviews should transfer to that new supervisor so that they can access them without having to add the new supervisor to the 1-up or change the supervisor.

    This feature will greatly benefit the Commonwealth of Virginia. Many of our employees transfer to other state agencies throughout their career and it would be great if their evaluations travel with them. Right now, the previous agencies would need to print/ download the evaluations and send over to the new agency for them to store in their personnel record.
