Add item status options of On hold and Issues identified

Currently if an employee goal status is 'cancelled' or 'no longer achievable', which we have repurposed to 'on hold' and 'issue identified', then they cannot rate this goal in the evaluation stage.

Having the on hold or issues identified allows for more accurate reporting on what the progress towards goals are.

What business value are you trying to achieve?

Employees have more options for their goal status - on hold or issues identified - and can rate these goals in evaluation stages.
