Contract Status - Offer made - when it is not made

Have Contract status, Status move to Offer made when the applicant has actually been sent the Offer. Contract Status, Status should be "Incomplete" while it is being prepared

No Response to an online offer - moved to a an offer declined status

Provide the ability to withdraw an offer if the applicant does not accept the online contract within a nominated period. possibly a system date if one is available. move the applicant to a nominated status and contract status to declined
