Stored system links for messages

Use Public storage approach of having links stored and refer links to the store. Then you just edit the store to affect all use of that link

PageUp only allows you to report on the recruitment steps, however we need to be able to report against the application statuses. The recruitment steps do not provide the detail we need.

Email Notification When Notes Added on Offer

A notification email needs to be sent to the recruiter when notes are added in the Notes section since this section cannot be removed or controlled by permission groups.
