Email Notification When Notes Added on Offer

A notification email needs to be sent to the recruiter when notes are added in the Notes section since this section cannot be removed or controlled by permission groups.

What is the business process you are trying to achieve?

There is no notification email sent to the recruiter when a hiring manager changes the recruitment status to submit a request email for an offer. There is a Notes section on the status change page, however there is no notification when text is added to the Notes section.
