Allow the Journal feature to be used if using Employee Services

It would benefit those on same teams to have the same features regardless of their performance management access.

What is the business process you are trying to achieve?

We'd like for our end users to be able to add journal entries regardless of their access to the Performance Management module as not all of our employees have a performance management process in this system.
