Thank you for the screenshot - this was very helpful. It appears that your system has the feature 'New applicant card redirects to offer' set to TRUE. This feature will launch an offer card immediately following applicant creation, bypassing the option to complete a full application process. If this feature is switched off, you will see the following additional options displayed as per my screenshot (which is what Mark and I were referring to in our comments without realising your specific configuration setup). This request is only supported when the above feature directing the system to redirect to offer is OFF. It is currently available from the applicant card, but the 'New applicant' link from the job card applications list doesn't have the option to complete on the applicant's behalf. I have attached a screenshot.
As per Mark's comments, you are able to create an application for an applicant and select the 'complete the application form on the applicants behalf' option. The option may be greyed out, depending on how you navigate to the 'new applicant' area, until you select the job and form they will be applied to.
Please feel free to add a screenshot of the area you are referring to for further clarification
you can actually do this already. But I caution against it - it is the applicants declaration that everything is correct.
I have used this to load an application form then get an applicant to log in and review/submit.
