New user/permission type to allow course owners outside the L&D team to manage their courses (enrollment, attendance, scheduling, etc)

Currently, facilitators and course owners in the business need to rely on the L&D team to manage their courses/content that they facilitate/are SMEs for. For example, someone in Finance leads a monthly webinar on p-cards and purchasing. Someone from the L&D team needs to mark his attendance, create/schedule his events, pull feedback surveys, etc. A seperate user type/permissions should be created that allows course owners to manage their courses without relying on a superuser/L&D team.

What is the business process you are trying to achieve?

Creation of new permissions/user type that allows course owners to manage enrollment, attendance, feedback survey results, scheduling, etc. for their courses.
