This feature exists. If you navigate to the Manage jobs section, filter by status 'pending approval'. You can then select the appropriate jobs, click on the 'select a bulk action' drop down from the top menu then select 'bulk update: job'. A new window will pop up that allows you to enter the recruiter name. It will also let you change job status and hiring manager but in this instance you are changing recruiter only. You can select whether or not to notify the recruiter of the change, otherwise just hit save and the job will now be assigned to the relevant recruiter.
