What business value are you trying to achieve?
Allow admin/Auther to reset the SCORM bey deleting the SCORM attempt for a user, this is very handy in case the user tracking file became interrupted during the session and the user is stuck. This will assist admin to fix problems instead of deleting the user from the course and the booking them again into the course.
