Make the provisioning email an Application communication in lieu of an Applicant communication

What is the business process you are trying to achieve?
make the provisioning email visible to the manager currently it is invisible to them unless they have super user access and can se the Applicant history also the applicant might receive multiple provisioning emails over their employment period - knowing which one relates to a particular application makes more sense |
