Performance Reviews - capture and lock comments as read only/history after step change

Capture the comment, then it should display as history/read only at the next step - with a fresh comment box appearing

What is the business process you are trying to achieve?

Because the comment boxes are 'live', any content captured in a previous step is carried over to the next step. The ability to make comments mandatory at a following step is then redundant as there is already text in the box from a previous step.
