have you considered using "Job Costs"? They are reportable and you could have a job cost category of "Business case"
accessible from the I for information button "$"
Or - do we what we have done - add it as a method to fill in your advertising options
we even have a dedicated "simple" job card for our "paperwork" if you wanted to give that a try. all our "no advertising" activity like contract extensions, conversions to permanent etc
