Reverse the Order of 'Continue' and 'Save and Exit' Buttons

On our applications, there is the 'Continue' and the 'Save and Exit' buttons, we would like them reversed so that the 'Save and Continue' is shown first and then the 'Continue' button.

What is the business process you are trying to achieve?

To be consistent with other systems and online activity, we feel this is the reason we have so many Incomplete applications.
