Record the Ip Address for candidates when they submit referee details and also record the IP Address of whoever completes the references.
List all on the reference document and flap Duplicate Ip's between the candidate and the referee

What business value are you trying to achieve?
it's not foolproof, but would provide some level of comfort around the integrity of the information being submitted. It is a 0>1 step vs the current reference process. |
