If PageUp actually detects a potential duplicate - actually add the duplicate flag - even if application is incomplete.
This would also help reduce the number of multiple applications for the same job by the applicant

Improve duplicate detection Currently when we open an applicant card and select Merge - if we actually have a potential duplicate it will show Detected duplicates with a pick list or select an applicant. This despite duplicate flag not being set. |
