Update the Recruitment Steps Settings to support dynamic Create, Read,Update Archive operations for recruitment steps.

Requirement:
Update the Recruitment Steps Settings to support dynamic CRUD operations for recruitment steps.

Current State:

Recruitment steps are hard-coded in the configuration.
No ability to add, remove, or rename steps via the UI.

Proposed Changes:

Add functionality to:
- Create new recruitment steps.
- Edit existing step labels.
- Archive steps.

What business value are you trying to achieve?

1. Increased Flexibility

HR teams can easily add new steps (e.g., “Request to Terminate” or “Terminated”) without developer intervention.
Steps can be renamed to match evolving business terminology.
