We also have this same exact issue. Either we need to make that field mandatory in order to save the offer card OR there needs to be some sort of error message that tells them the offer was not launched/completed. We have offers sitting for days not realizing that it was not fully executed. While we can add instruction text this is not ideal and causing major delays.
We don't have issues with unapproved offers being made. Our hiring managers are saving their offers without selecting an approval process. Then they contact us, days or even weeks later wondering why their offer is just sitting there, as no approval process was ever initiated. We would like to make the approval process lWorkflowID mandatory to prevent these delays.

We are currently working on functionality that will block users from moving applicants into the status of 'online offer made' if there is no approved offer process against the applicant. Instead, users will be shown a warning message informing them that the appropriate approvals have not been met to release this offer. Release dates will be available on our 'upgrades' page on the PageUp knowledge portal
