The solution to this pain point was initially considered as part of the non-linear workflow initiative. However, it wasn't fully developed due to the significant investment required. We’ll revisit this when we review our future priorities.
Note - the ability to trigger an email to another user is not tracked in Application history - you have to go prowling in Employee search against User.
Users doing a bulk compile and send is tracked in Applicant history.
Need to include Additional User email details in application history for consistency
We would like the ability to add additional users or Permission Groups to the options to choose from on the email form for Additional Users sent through a Recruitment Process.
I learned recently that you cannot create email notifications on all application status. For instance, we have a application status for Ineligible applicants where there is a rule applied to a question. We configured an email communication to go to recruiters if applicant is ineligible and the communication will not send.

We have emails triggering off system status updates such as "Offer accepted - Form incomplete" and "Offer accepted - Form complete".
This is also the case with application statuses automatically being moved with form rules. Additional user comms configured in the application status do not get sent.
