Automated manager update selection for Performance Plans Merged

When loading new files it would be good to have a choice on the config for plans to be able to update any managers in the file against active Performance Plans rather than relying on the Manager to do manually or have us pick up there has been a change.

Performance Plans updated with current reporting manager.
