This is in reference to the Actions tab within the Applicant Card. If that tab is mainly for Higher Ups or SuperUsers it should not be available for other users to see and access.
This is confusing whether to use the Actions tab or the (3 dots...) more actions tab.
Does there have to be two Actions tabs?
The top one says Actions and the (3 dots...) below says more Actions.
Can they be combined into (1) actions tab?
If so, Superusers should have access to all and within the User Permissions we could choose which items the Admins. should see in the one Actions tab.
If this is not an option, I suggest the top Actions tab be renamed to
Superuser Actions ONLY and if possible not visible to any other users.
Rename the (3 dots...) to Actions "or" Administrative Actions

sometimes you want managers to be able to edit applicant profiles e.g. update details for someone they have manually loaded.
I do agree though - the three dots is not intuitive and Actions at the top grabs their attention and is used inappropriately.
the three dots used to be Actions as well - it is an education game here
