Control user based on permission

allow some user to have the Control functionality, but limit to control users from specific user group, i.e. based on their allowed Team permission.

for example, grant Control to me and I cannot control users from HR team

What business value are you trying to achieve?

      It helps not only myself, but also saving time for support team to investigate things that i could have figured out when controlling a user. you may take consideration on it
