Ability to set BSEND application as a client controlled feature rather than universal for all.

Also - have E-mail job applications: set to No as default

What is the business process you are trying to achieve?

ability to choose to use or not the bsendapplication feature - currently set to ALL clients and defaults to User creating job card and set to Yes.

I want this but turned off by default with no name entered
