Allow multiple panel/search committee chairs for one job

We would like to be able to designate multiple users as search committee/panel chairs on the job card. Below are some possible ways to achieve this:

  1. Add a new "co-chair"/user field to the job card. The user sitting in the co-chair field would have access to view the search committee/panel member responses for the job. For example, suppose Jane Doe is sitting in the co-chair field for Job 1. Jane would be able see Job 1 on her list of search committee jobs and would also have access to the "View responses" link for Job 1. If Jane is a search committee member for Job 2, she would be able to provide feedback on the applications for Job 2, but would not be able to see other members' responses.

  2. Change the existing panel/search committee chair field to support multiple users.

    1. One potential drawback of this option is that it might enable a chair to overwrite data entered by one of their co-chairs (for example, if multiple users are trying to rank the same application).

What is the business process you are trying to achieve?

Search committee responses are considered confidential and, in general, should only be available to the chair of the committee. The chair can then decide whether/when to share this feedback with their committee members. However, when two individuals are serving as chairs, both should ideally have access to view the committee members' responses. The ability to designate multiple users as chairs on the job card would help us maintain the confidentiality of the responses, as well as make transparent who has access to that data.
