Allow auto-addition of non mandatory activities - keep functionality consistent

Improvements to the activity functionality - allowing admins to have more functionality in how all courses are administered would improve the user experience greatly.

What is the business process you are trying to achieve?

Although reminder emails can be sent for all expiring learning activities, only those marked as mandatory will automatically be re-added to employees' development plans. For learners who go above and beyond mandatory training and add activities with validity periods these non mandatory activities will not re-add into a learners plan when the non-mandatory activity is close to expiring.

Functionality is inconsistent and creates work for our admins who field queries when the learner has recieved a reminder but the auto re-addition of the course hasn't occured as they experience with mandatory acitivites.

User experience for our learners is confusing especially when the expiry notifications are sent for all expiring activiites.
