Mark is correct. This field is already supported on the 'manage offer approvals' page. A SuperUser within your organisation will need to add dOfferStartDate to the feature Manage offer approvals columns which they have access to do via System Settings
Talk to your CSM about getting the value added to your Offer approvals page
