Reduce bias in application feed

Applications appear to be sent to panel alphabetical by first name. Applications that start with letters down the alphabet R-Z, etc. are inevitably last in the list and panel spends less time reviewing them because they are last by default of name. Can the applications be sent in a random order?

    Perhaps add an extra sort option "Surname Random"

    Try recommending sorting by First Name instead of always by last name
