Allow Administrator Managed activities to be used in Onboarding Tasks

Allow Administration Managed learning activities to be allocated via Onboarding.

What is the business process you are trying to achieve?

At present learning activities that are Administrator Managed cannot be allocated to new starters via Onboarding.

Most of our Learning Activities are Administrator Managed and we want to have new starters complete them but restrict access in the Learning Library for any other staff to complete.
