Allow the chair to see all the panel responses and mark the applicant with a colour and then bulk update from the View Responses page
This would allow the chair to see all comments and make a decision and bulk move appropriately

Close the gap between what the Chair sees in Panel - View responses and the new ability to bulk update applicants - where you need to go back to View Applicants to select and bulk update You are unable to see all panel member comments on the View applicants page |
