Remove referrals and referral flags

In the Referral edit window, have a "Remove/ delete" option and when selected, also asking for a "Reason" that is mandatory free text field. This should be recorded in the history for record keeping and reporting purposes.

What is the business process you are trying to achieve?

When an incorrect referral has been added to an application, the ability to remove this along with any flags attached.

    Good feature - means can remove if ineligible and then it won't show on the applicants profile that their application is result of referral.
