Ability to Control Who Has Access to Send Emails When Changing Status

We want to be able to control at the Applicant Status level who can and cannot modify the email content.

What is the business process you are trying to achieve?

Currently Hiring Managers can change the default email language, and we don't want them to. We want to be able to control at the Applicant Status level who can and cannot modify the email content.
